As per a report from The Hindu, the government of Kerala intends to remove these stray dogs from the streets in all 14 districts and relocate them to dog rehabilitation zoos throughout the state.

This decision has been made in response to a significant rise in complaints about the growing problem of stray dogs in recent times.

Despite facing opposition from the central government, several NGOs, and the Animal Welfare Board, the Kerala government remains firm in its decision, asserting its authority and jurisdiction to establish these dog rehabilitation zoos.
